MINUTES OF THE ANNUAL GENERAL BODY MEETING AND ELECTIONS OF IESM

MINUTES OF THE ANNUAL GENERAL BODY MEETING AND
ELECTIONS OF IESM
HELD ON 27 NOV 10 AT AVI(CLUB) SECTOR 29 NOIDA

WELCOME ADDRESS BY GEN SECY GP CAPT VK GANDHI VSM

The Annual General Body meeting of IESM was attended by more than 700 members from 12 states namely Delhi, Haryana, Rajasthan, Uttar Pradesh, Karnataka, Punjab, Himachal Pradesh, Maharashtra, Tamil nadu, Uttarkhand, Kerala and Chandigarh. The meeting started at 1030h. Gen Sec Gp Capt VK Gandhi VSM welcomed the members and noted that the quorum was not complete. He adjourned the meeting and declared that meeting will reassemble after 30 min as per the society act.

2. The AGM reassembled at 1100h with more than 700 members present and the proceedings and deliberations started.

3. Gp Capt VK Gandhi VSM welcomed the members and read out the agenda for the meeting. He informed all the members that this is the second AGM of the IESM and election to the Governing body will also be held simultaneously. He informed all that the IESM had been successful in bringing the issues concerning the veterans to the centre stage of the nation. OROP is very close to our hearts and it was important to find an acceptable solution to this long pending problem of veterans. The GOI was reluctant to accede to our demand of OROP. It was therefore very important that we veterans should unite together and increase pressure on the Govt and force the Govt to accede to our demand of OROP. He briefed the gathering about the program and agenda for the day. Program is placed at Appx ‘A’ to the report and agenda of the meeting is placed at Appx ‘B’ to the report. He further requested all present that veterans must maintain order and exercise their right to vote one by one and again come back to their seats to participate in the proceedings of AGM. Some important pictures conduct of the AGM and Election are attached to the MOM.

4. He requested Col VK Sekhri to come to the stage and introduce the election team and explain the election procedure to the gathering.

Address of Col VK Sekhri member election team;

5. Col VK Sekhri introduced the election team to the gathering. The details of election team are placed at Appx ‘C’ to the report. He further explained the election procedure to the gathering. He explained that members can check their names in the master list held at the entrance to the hall and collect the ballot papers for the casting their vote for election of the Chairman. All veterans casting their votes were requested to show any photo identity card to the election team to eliminate proxy voting. He further announced that there are two candidates for the post of Chairman

Lt Gen Raj Kadyan PVSM, AVSM, VSM
Col TP Tyagi Vr C

6. Col VK Sekhri announced that the appointment holders of the IESM had been elected unopposed. List of successful appointment holders is placed at Appx ‘E’ to the report.

7. Col VK Sekhri further announced that all the members who filed their nomination papers for the post of member Governing body had been elected unopposed to the post. List of the successful candidates elected unopposed to the Governing body is placed at Appx ‘F’ to the report.

8. Col TP Tyagi asked that he may be given mike for some time to talk to the audience about his candidature and to introduce himself to the gathering. The request was acceded and he spoke to the gathering for five minutes to solicit their support for his candidature for chairman’s post.

9. Gen Secretary then requested the Chairman Lt Gen (Emeritus) Raj Kadyan PVSM, AVSM VSM to address the meeting.

10. Address of the Chairman Lt Gen Raj Kadyan PVSM, AVSM and VSM;

Unlike Col Tyagi, Lt Gen Raj Kadyan did not say anything about himself, nor did he solicit any votes. He merely spoke of the activities of the IESM.
Gen Raj Kadyan explained that the Movement started on 27 April 2008 when the first rally was held AT Gurgaon and 61 other cities across India. It was then called Ex Servicemen Movement or ESMO. Subsequently on 13 Aug 2008, it was rechristened and the name Indian Ex-servicemen movement ‘IESM’ was coined. The Movement was born out of the dire need to find voice for the veterans. A Governing body was elected by voice vote by the gathering in the meeting. Governing body consisted of veterans from all the three services. Elected members of the Governing body did not know each other initially and were introduced for the first time in the meeting. He was happy to announce that the team jelled together and started working for the betterment of the veterans. The team worked selflessly and on the true principle of collective leadership. Today the IESM had 15,000 members spanning 15 States and including life members and Associate members. The members included five former Service Chiefs.
The Chairman explained that there certainly was a need to increase the number of members of IESM. However, to achieve higher membership, we must not sacrifice our principles. He also reminded the gathering that when the movement initially started, the membership had barely reached a three-digit figure and the government had accepted two of our major demands ie a separate pay commission for defense forces and setting up of an ESM Commission. It just proves that though a high membership is desirable it is not critical for success; what matters is the methodology or what we do with the members we have.
On speaking about the achievements of the IESM, General Raj Kadyan touched on the following:
It had led to a nationwide awakening among the ESM that we must assert for our legitimate rights.
The OROP issue was widely recognized in the media, the public as well as the Parliament.
Even the courts had recognized our problems and had repeatedly castigated the government for meting out a shabby treatment to the veterans. The apex court even quoted Chanakya’a famous words of advice to King Chandragupta, which had been mentioned by the IESM in their memorandum.
The recent enhancement in the pension of JCOs and Other Ranks was undeniably as a result of the efforts of the IESM.
The proposed setting up of the AFGRC to deal exclusively with the problems of the defense forces was an outcome of IESM efforts.
The three Divisions viz ECHS, Pension and Canteens, had done a great job. He further announced that more such committees were planned to be set up to deal with different problems of veterans.
The Parliamentary Standing Committee on Defense had again recommended grant of OROP for the ESM. This would build further pressure on the govt.
He implored all to remember that we had a long way to go to get justice on other issues including OROP. There was no time to lose and relentless efforts had to continue.
He lamented that we as a community were still a divided lot and had not been able to forge a unified front to seek justice from the govt.
Gen Kadyan requested the ESM to volunteer and come forward to share the load of welfare activities. So far we had been receiving plenty of good ideas and advice but not enough volunteers to actually share the workload.
He told the gathering that one of the main weaknesses of the IESM was that we were not able to reach all our members, particularly those not working on the internet. We would explore the possibility of contacting all members through mass SMS facility.
His concluding remark was a reiteration that we as ESM would carry on the struggle for justice and our methods would remain within the law and in accordance with military discipline and ethos.
He thanked all for coming in this cold weather to participate in the proceedings of the AGM and election. He wished the IESM all the very best and greeted all present for the New Year.

Wg Cdr CK Sharma treasurer presented the account statement of the year 2009-2010 to the general body. He presented the accounts upto 31 Mar 2010 which are given below.

The approval of account statement of 2009-2010 was proposed by Col Shivraj and seconded by Col Vij.
The account statement was passed by voice vote. The account statement is attached to the report.

12. Appointment of auditors for the year 2010-2011;

Wg Cdr CK Sharma treasurer confirmed to the house that Rajiv Varun and Company had done a very good job and had been advising the IESM at critical junctures. He suggested that IESM would benefit if the services of Rajiv Varun and company were retained for the financial year 2010-11.

Col S Chandra proposed the name of Rajiv Varun and Company as the auditors for the financial year 2010-11 for the IESM. It was seconded by Col RC Goel. House approved retention of Rajiv Varun and Company as auditors for the financial year 2010-11 for IESM.

POINTS FROM MEMBERS FOR DISCUSSION;

13. Gen Sec announced that points raised by Col Rajan would now be taken up for discussion. Col Rajan requested that he would need more time to discuss his points thus his points should be taken up at the end. The request was acceded.

14. Political non-alignment of IESM; Col TN Raman from Chennai stated that IESM should remain neutral and should not align to any political party. It was confirmed by the Gen Sec that IESM is not aligned to any party but would take help of all the parties who would support the demand of OROP. Maj Gen Satbir also explained that IESM had been approaching many MsP irrespective of their party affiliation and seeking their support for our main demand of OROP. The house approved this line of action.

15. Inclusion of state conveners’ in Governing body; Col TN Raman expressed that there should be more state conveners in the Governing body. It was explained that as per MOA governing body is elected body whereas state conveners were appointed by the Governing Body. Gen Secy explained that all state conveners’ were appointed by the governing body. As per MOA core group meeting was held once every quarter and the travel of state conveners’ to Delhi was reimbursed for the meeting. Gen Secy further informed that three core group meetings had been held in 2009 and 2010. The attendance of the state conveners was never more than five of six despite the fact that their to and fro travel was reimbursed. It was for the house to decide how the state conveners would attend the Gov body meeting which was held twice every month? The suggestion was put to the house for deliberation and house approved the status quo to be maintained.

16. Funds for state conveners; It was clarified that core group meeting had approved reimbursement of legitimate expenses incurred by the state conveners’ for strengthening of IESM. The expenditure needed to be approved in advance by the governing body. The house approved this arrangement after deliberations.

17. Popularizing IESM website; Col Raman suggested that it would be possible to generate income by making the IESM website more popular and inviting the advertisement for this. The suggestion was accepted unanimously by the house.

18. Discipline and Arbitration committees; Col Raman advised that the time was ripe for IESM to form discipline and arbitration committees. The house agreed to form the discipline committee but did not favor the arbitration committee at this juncture.

19.Pension of widows; Honorary Captain SN Sharma from Kanpur explained to the house that originally widows were getting 40% of the last pay drawn as pension but 6 CPC has brought it down to 30%. IESM should take up for increase of family pension to 50% of the last pay drawn. It was decided that this would be included in the points to be given to AFGRC.

20. Points by Col Rajan; Col Rajan put up his three points to the house. These were.
Reduction of the Membership fee; Col Rajan once again brought up the issue that the membership fee should be uniform at Rs 10/ for Officers, JCOs and ORs as all fall in the category of veterans. In his opinion all veterans were equal and all should pay the same membership fee to join IESM. This suggestion was turned down with over whelming majority. The house approved the existing fee structure of Rs 500/, 200/ and 100 for officers’, JCOs and ORs respectively.

Federal structure; Col Rajan once again proposed his model of federal structure for IESM. The suggestion was turned down by voice vote. The gathering opined in favor of the existing structure.

Funds for the state conveners’; Col Rajan stated that he was not given any fund as state convener. Vice Chairman Maj Gen Satbir Singh explained to the house that Karnataka unit of IESM had never put up any requirement of funds for any its activities. Gen Secretary explained to the house that all the state conveners’ who had asked for funds for IESM activities had been given. This was supported by Brig Luktuke, Maharashtra convener, he confirmed that all the expenditure projected by Maharashtra was always approved and reimbursed by the IESM head office. The point was turned down by voice vote.

21. Election Results;

(a). Col VK Sekhri announced the result of the election for the post of Chairman.
· Total votes cast 556
· Invalid votes 5
· Votes poled in favor of Lt Gen Raj Kadyan PVSM,AVSM,VSM 539

ESM sitrep 12 Dec evening

Dear Colleagues,
The Governing Body met today from 1030 to 1330 hours. This was the first meeting after the 27 Nov AGM and was attended by Chander Kamboj, Krit Joshipura, Kameshwar Pandey, Rakesh Chaturvedi, CK Sharma, Satbir Singh, Vinod Gandhi and self. Discussion focused inter alia on the following points:
· Formation of various committees to progress our agenda of ESM welfare.
· Finding conveners for all States and thereafter intra-State conveners at District level.
· Issues to be included in our projection of a case to the proposed AFGRC.

It was accepted that the current spate of rallies have been having the desired result on the government. There have been various indicators to this affect. It was decided that in order to keep the pressure on the government, this mode of struggle to seek justice should continue. The next rally has been planned to be held at Jantar Mantar, New Delhi, on Sunday, 13 February 2011, when the Parliament would be having their budget session. Maximum attendance is requested.
Best regards,

Lt Gen (Emeritus) Raj Kadyan, PVSM, AVSM, VSM

IESM resolves to break the OROP deadlock

Dear Colleagues,

The IESM had their AGM today at NOIDA. It had a very encouraging attendance with large number of ESM coming from 12 different States. Many important issues were debated and decided by a majority vote. Details will be circulated as the minutes of the meeting.
In the elections that followed, the entire governing body was given a fresh mandate for another two years. We all feel humbled. The verdict is also an endorsement of the direction the Movement has been following. We are fully conscious of the fact that a heavy responsibility has been placed on our shoulders to steer the Movement and to keep the pressure on the government in pursuit of our demands. I would like to give an assurance on behalf of the team that we will continue to do our best in our effort to come up to your expectations. We will request your continued support and your patience in resolving our vexed and long-pending issue of OROP.

Dear Friends,
Jai Hind.
The All India ESM Rally, organised by IESM, was held as per schedule, today – 28 Nov 10, from 10.00 AM to 2.00 PM, at Jantar Mantar, New Delhi. The rally was a grand success.
Many ESM organisations, from many states attended the rally. Besides NCR, the states represented were- Punjab, Haryana, Uttar Pradesh, Himachal, Tamil Nadu and Maharashtra. Individuals from many other states were also present.
Highlights

•Total attendance around- 5000.

•Total number of ladies, including very large number of widows who were present at the rally- 200

•New veterans who signed the memorandum going to The President in blood- 1440.

•New medals collected- 5000.

•Medals collected earlier, sent to President but brought back as The President did not receive personally- 6000.

•Total medals sent for being deposited to The President on 28 Nov 10- 11000.
(Medals already deposited with the President 22,000)

•Veterans who went to The Rashtrapati Bhawan for depositing medals and the memorandum- 10.

•Veterans who gave a talk at the rally Chairman, Vice Chairman IESM and others- 35

•Maj Gen AJB Jaini, very efficiently managed the time

•TV satellite links deployed by media to cover the rally

•Media reporters and cameraman at rally site around- 20

•On scheduled time 10 veterans, from all three services and all ranks, in a police vehicle, left for the Rashtrapati Bhawan, for depositing the medals and the memorandum.

What happened at Rashtrapati Bhawan
1. Three months ago, by a formal letter, Chairman IESM had informed The President of India, Supreme Commander of the Armed Forces, that military veterans will be depositing medals on 28 Nov 10. A few days ago, The President proceeded on a foreign tour, without her staff having the courtesy to inform the IESM about her tour.
2. On being informed by the staff that The President cannot receive the medals as she is out on a foreign tour, the veterans’ team decided not to deposit the medals with the staff.
3. The veteran team then handed over a copy of the memorandum and the sheets having the signatures in blood of 1440 veterans.
4. The President’s staff accepted the memorandum but, refused to handle the sheets having signatures in blood. The staff said that the medical authorities had advised them not accept the sheets containing signatures in blood.
5. The veterans’ team, returned to Jantar Mantar with the medals and the sheets containing the signatures in blood.
6. A copy of the memorandum to The President is appended below.
7. The photographs taken at the rally are being processed and shall be placed on the three weblogs mentioned above in the header of this email.

A MEMORANDUM FROM THE EX-SERVICEMEN OF INDIA TO SHRIMATI PRATIBHA DEVI SINGH PATIL, THE PRESIDENT OF INDIA AND THE SUPREME COMMANDER OF THE ARMED FORCES
To,
Shrimati Pratibha Devisingh Patil,
Her Excellency, the President of India
and the Supreme Commander of the Armed Forces
New Delhi - 110011
EX-SERVICEMEN OF INDIA SEEK JUSTICE WITH REGARD TO PENSION
AND RESETTLEMENT
Your Excellency,
1. With extreme anguish, we the former soldiers of India express our deeply hurt feelings to our Supreme Commander on the indifferent attitude of the Government towards our genuine demands.
2. After exhausting all other options, we the Ex Servicemen were forced to take to airing our demands in public. Our main demand is 'one rank one pension' implying equal remuneration for equal work. The demand is for justice and not for money per se. unfortunately, the government continues to ignore this demand. They have yet again rejected this demand that had been supported by the All Party Standing Committee on Defence in their report tabled in the Lok Sabha on 07 May 2010. The existing situation, where a pre-2006 pensioner gets less pension than their juniors who retired after 1.1.2006, is highly anomalous and the veterans cannot reconcile to it.
3. The government also continues to contest in the courts every legal decision that goes in favour of the Ex Servicemen. It is pertinent to mention that Armed Forces Tribunal had in the last one year decided around 4000 cases of armed forces personnel. Nearly 90 percent of these cases were in favour of the Ex Servicemen and were against the authorities, but the MoD is not complying with the tribunal's orders. This has been stated by head of the country's highest military tribunal, Justice (Retd) A K Mathur recently. It is beyond one's comprehension as to why the Government is not giving their due to its veterans, who have devoted their all and have demonstrated their patriotism, bravery, valour and courage and have in great measure assisted the country in strengthening its sovereignty and integrity?
4. In order to arouse the conscience of the countrymen the Ex Servicemen have also had to resort to depositing their medals. This serious development could have far-reaching consequences. For a soldier to part with his medals that he has won at great risk to his life and limb, is a tough decision and is reflective of his extreme disenchantment with the government's obduracy.
5. Ironically, the Service widows were kept out of the purview of government orders dated 8 March 2010, where the pension of junior commissioned officers and other ranks were enhanced. When this was pointed out in a letter to the Hon'ble Prime Minister, the government's reply was that the enhancement for widows had not been recommended by the Cabinet Secretary's committee that was constituted in the wake of widespread disenchantment with the Sixth Pay Commission. This was a strange response where the government has claimed to be bound by the dictate of a subordinate committee that the government itself had constituted. Whether it is a mere excuse to deny the Service widows their genuine dues, or whether this is an admission of the tail wagging the tiger, it makes strange and sad commentary.
6. Under the circumstances, the Ex Servicemen have no choice but to continue with their struggle for justice.
With best regards,
Jai Hind
Yours sincerely,

IESM: Rally Demands Grant of One Rank One Pension

Dear Colleagues,

A very successful rally at Jantar Mantar, New Delhi was held today as scheduled. There were 5,000 ESM from different States and 200 Service families in attendance. High enthusiasm was palpable. The venue had large presence of electronic media and the event was well covered. Some 5,000 additional medals were voluntarily deposited. After the rally a party proceeded to the Rashtrapati Bhawan to hand over the medals and the memorandum. Since the President did not receive the medals in person (she is out of the country), these were brought back as per plan while the memorandum was handed over to the staff.

Best regards,

Press release ...ARMED FORCES GRIEVANCES REDRESSAL COMMISSION AND ONGOING STRUGGLE FOR JUSTICE BY EX SERVICEMEN

DATED: 23 NOV 2010
PRESS RELEASE
ARMED FORCES GRIEVANCES REDRESSAL COMMISSION AND ONGOING STRUGGLE FOR JUSTICE BY EX SERVICEMEN

Dear Members of the Media

1. The formation of the Armed Forces Grievances Redressal Commission, “Suo Moto” could not have occurred if particular segments of our polity had not bear sensitized on OROP and other veterans issues. The Hon’ble Judge Sh.Markandey Katju even quotes Chankya and NDTV show, apart from medals return and burning of artificial limbs. Indian Ex Servicemen Movement (IESM) which has brought about this landmark (almost revolutionary) occurrence, with the judiciary virtually divesting (albeit for a good cause) the executive of its basic function of governance- all these years past, no one else has been able to move the establishment one wee bit.

2. The Supreme Court has taken the historic step to constitute Armed Forces Grievances Redressal Commission, where besides two retired judges of the Supreme Court and two senior retired Defence Officers (Gen Ved Malik, Former COAS and Lt Gen Vijay Oberoi, Former VCOAS). However, the commission is only a recommendatory body and not adjudicatory body. Hence, it is open to the Govt to accept or not to accept its recommendations. Though, the court has directed that since such recommendations will be coming from high powered body, the Govt must give due weightage to the same. It is here the doubts arise in the minds of Defence Personnel and the people of India that since the recommendations of the commission will be reviewed by the bureaucrats whose track record for the past six decades has not been to give fair justice to the Defence Forces, it is yet to be seen if any positive outcome would be achieved.

3. It is pertinent to mention that strong recommendations to grant OROP by All Parties Parliamentary Standing Committees on Defence have not been accepted by the Govt; the latest being the recommendations made by 31 MPs of the Parliament headed by Sh. Satpal ji Maharaj a Congress MP on 07th May 2010 and again repeated on 27 Aug 2010 where as Mr. AK Antony the RM recently in the Parliament quoted recommendations of Jul 2009 by a Committee of bureaucrats. The larger question here is the civilian control of Armed Forces which actually means control by the elected representatives of the people and not the bureaucrats. It is a common knowledge that the Ex Servicemen have been forced to launch a Movement to express their anguish is the result of the injustice heaped on them. The bureaucrats all along have been treating the military unfairly. The resentment has been increasing by the day. Downgradation of their status and unfair compensation package of emoluments by the 6th CPC have further intensified the resentment.

ESM sitrep 10 Nov evening

Dear Colleagues,

A report on the 07 Nov rally at Beri in Haryana, appearing in the Hari Bhoomi newspaper, is attached. Also attached are two photographs showing some of the ESM attendees and families. It may be of interest that out of those who attended the rally, 276 new members have already joined IESM.

The dynamic veteran Hon Capt Jai Singh Rathi, VrC is the convener of five districts of Haryana namely, Jhajjar, Rohtak, Bhiwani, Hisar and Fatehabad. Under his leadership ESM of these five districts have taken a decision that in future for organising any rally they will not demand or even take any money from the IESM Headquarters; they will instead do so on contributory basis. For the 07 Nov rally, this norm was followed for all expenses – transport, venue arrangements including stage, public address system, and shamiana etc, shawl gifts to the widows as well for tea and food packets for all participants. We compliment Captain Rathi and his team and salute the community spirit of the ESM.

Subject: Joint mtg on 16 Nov

Dear Colleagues,

OROP concerns all of us. Each ESM organization has been fighting for it in its own way. There is no gainsaying that a collective heave can achieve more and also faster. To work out a joint approach, a meeting has been scheduled at 1100 hours on 16 November 2010 in AVCC, Sector-37, at NOIDA. Heads of all ESM organizations, and/or their Secretaries General are requested to attend. We will have an open agenda covering all contemporary nuances concerning OROP and to work out a way forward. All concerned are requested to make it convenient to attend.
Lunch will be arranged. Do kindly convey to Veteran Vinod Gandhi by 10 Nov 2010 the names of those attending.
There was Infantry Lunch today in the Infantry Hostel in Delhi Cantt. It was attended by a very large number of veterans and serving officers. There was interaction with dozens of them. It was heartening to note that each one without exception appreciated and supported the work being done by the IESM for the welfare of veterans.

IESM: Same Rank and Same Service are the main criteria for Pension Parity

Dear Colleagues,

There have been a large number of emails from the members giving differing perceptions almost on each subject. These are all useful inputs to arrive at balanced decisions.
I would like to reiterate the following points:

There seems some doubt on grant of OROP. It is clarified for the information of all that other than the Service Chiefs and Army Commanders/equivalents, no one from a Sepoy to Lt Gen is in receipt of OROP.

There are quite a few emails giving different versions of the definition of OROP. These are all justified. However, let us keep in mind that these points are essentially officer-centric. For JCOs, NCOs and Sepoys that form the vast majority of ESM, rank and total service can be applied without difficulty. It may be prudent on our part to avoid creating an impression that we are concerned about the officer corps only.

Some ESM have expressed an apprehension that we must clearly specify what we mean or imply by OROP, or else the officialdom will shoot us down because of this perceived lack of clarity. I suggest let us first focus on OROP as a concept. Once we get the government to agree, details will follow and we have enough experts to work out the nitty-gritty in a manner that the majority benefits. We continue with ‘same rank and same length of service’ as the twin criteria for OROP.
It is empirically known that depositing of medals has been one of the most effective methods of pressing our OROP demand. This is evident from the repeated hints by the government through their representatives that we must not return medals. (The latest such advice from the government came to Shri Satpal Maharaj, MP who had headed the recent Parliamentary Committee on Defence that had recommended grant of OROP). We need to reinforce this success and motivate more of our colleagues to volunteer to collect and deposit their medals. Our next visit to the Rashtrapati Bhawan for this purpose is scheduled on Sunday, 28 November 2010 when the Parliament will be in session.
I had written a letter to the Defence Minister on 03 April 2010. One of the points made by me was:
“Since the Government has already accepted constitution of a separate pay commission for the Defence Services – which has a bearing on the pensions – you may kindly consider constituting such a pay commission right now instead of waiting another six years for the 7th Pay Commission.”
The MoD has replied the letter on 22 Sep 2010. Their response is:
“Constitution of Separate Pay Commission
Sir,
“I am directed to refer your letter dated 03rd April 2010 on the above subject and to state that it is too early to consider setting up of another Pay Commission for Armed Forces because of the fact that 6th PC recommendations have been implemented recently.
Yours faithfully,
(Naveen Kumar)

Donations by Veterans for IESM by Wg Cdr CK Sharma

Dear All
IESM, as you are aware, is a tri-service organization and veterans from Army, Navy and Air Force as members. IESM also has many regional veteran organizations on its membership rolls as Associate Members. As on date, IESM has approximately 8500 Life Members and around 4000 Associate Members.
IESM is a registered society with The Registrar of Societies Gurgaon, Haryana.
By the laws that govern Registered Societies, any money that IESM gets as one-time-lifetime subscription is NOT permitted to be utilised for any expenditure for a period of 5 years (till 2013). The funds received by IESM under the head of Subscription are kept in Fixed Deposit.
A resolution at the AGM may permit usage of 15% of these funds in an emergency. IESM have NOT used this clause so far. Day-to-day expenditure of the organization is to be run from either the donations received or from any interest earned on FDs.
As per the Audited Balance Sheet on 31st August 2010, the present FDs are of Rs 19 lakhs. Interest earned on these FDs was about 1.27 lakhs.
This is the reason why IESM does not incur any expenditure on rent for office, office equipment or furniture. All office bearers are operating from their residences and no emoluments are paid to any office bearer except one clerk.
The only expenditure being incurred is on the meetings and rallies. Each rally requires an expenditure of roughly Rs 2 lakhs.
IESM had received sufficient donations to arrange demonstrations and rallies to press for the demand of OROP in the first two years, ie 2008 and 2009. However, donations for the year 2010 have dwindled and IESM has received only a fraction as compared to last year. IESM is finding it difficult to continue with planned protests without adequate funds. IESM therefore is in need of funds to continue with the fight of the veterans with the Govt.
IESM made a fervent appeal to the veterans for the donations. Following veterans have committed donations in response:
1. Col LK Anand Rs 500/month
2. Col A Mehndiratta Rs 500/month
3. CPO SB Sharma Rs 300/month
4. Col AS Ahluwalia Rs 500/month

7. Wg Cdr Raj Kumar Poonia Rs 500/month

9. Brig MS Oberoi Rs 100/month
10. Sqn Ldr DK Nangia Rs 100/month (Recd Rs 2,000 for 20 months)
11. Lt Col JP Nauni Rs 200/month

One-Time Donations:

2. Maj Gen Anil Sawhney Rs 5,000
3. Brig HS Sandhu Rs 5,000
4. Lt Col Rakesh Sachdev Rs 20,000
5. Gp Capt (anonymous) Rs 5,000

7. Brig CS Kamboj Rs 1,00,000
8. IRB Infra Developers Ltd Rs10,000 courtesy Brig Malik
9. Air Cmde MK Chandrasekhar Rs 1000

IESM welcomes any amount as donation from veterans.
All veterans are requested to come forward and contribute in the struggle for their honor and respect and of course their cherished dream of OROP. A special request is made to the veterans who hold important positions in private companies, to try and ask their companies to donate generously for IESM.
For those who may wish to support IESM, you can give the donation in any one of the following methods that is convenient for you:
· Send a cheque in favour of "Indian Ex Serviceman Movement" at any given periodicity to me at the address given in my signature block below.
· Deposit the Cheque directly to the IESM account and send the Deposit Slip to me.
· Do the transaction over the internet through net-banking and inform me of the details every time you do that OR
· Give standing instructions to your Bank for a fixed date-every-month pay-in into IESM account -- and inform us the exact instructions, to enable keeping track of the funds.
· For EACH Donation, please do fill up the attached form and send to me by email ASAP.
Details of the Bank account are:
Name of Account: Indian Ex Servicemen Movement
Account No: 06162000001330
Name of Bank: HDFC Bank
Nine Digit MICR Code of Bank: 110240109
IFSC Code No (for e-transfer): HDFC 0000616
Postal Address of Bank: Palam Vihar Branch, SCO 87, Gurgaon
IESM will issue a receipt for all donations under Section 80G, which would afford a set-off against Income Tax payable every year. This receipt would be issued once in a financial year for the sake of administrative convenience.
I am sure all the veterans will come forward and be counted in this, their struggle for honor and the cherished dream of OROP.
Let us all together convert shove into a heave and move the mountain!

ESM SITREP 16 SEP EVENING

ESM SITREP 16 SEP EVENING
Dear Colleagues,
The IESM Governing body had a meeting this evening from 1730 to 2030 hours. It was attended by CK Sharma, Vinod Gandhi, Parvesh Renjen, Aditya Jaini, Sharan Ahuja, Rakesh Chaturvedi and self. Minutes will be prepared and disseminated shortly. Gist of major decisions is:

•The existing methods have shown positive results and should continue

•In view of the government having conceded our demand for a separate pay commission, the PM should be approached to constitute the pay commission at the earliest without waiting for the Seventh Pay Commission

•Support of maximum Number of MsP should be garnered before the winter session of the Parliament.
We welcome the following members into the IESM fold: -
1. Rear Admiral Ravi Kshetrapal
2. Air Cmde Badhwar
3. Cmde MR Khan
4. AVM JS Sisodia
5. Shri Gulshan Kalra – supporter
We also compliment Aditya Jaini for being the motivator.
Best regards,
Lt Gen (Emeritus) Raj Kadyan, PVSM, AVSM, VSM

OROP Campaign
We acknowledge that the IESM has a difficult campaign (OROP) ahead, but if it can continue to develop its membership – and we know the cause is popular and just – then it stands a far better chance of quick success. Presently it is run by people who recognize that, and are prepared to work at it, and certainly IESM will go from strength to strength. The NDTV OROP Program is an eye opener and one perceives the hurdles one need to surmount before Rank, Honour, Status and Equitable Pension are granted to all Retired Military Personnel. The alternative is a continuation of the steady decline as we have seen other Ex Servicemen Organisations who have a great structure but no substance! Therefore it is imperative all ESM join hands to espouse for a common cause to benefit every stream of our fraternity.

NDTV: OROP- 12 Sep 2010..The backstage story by Hony Lt Pandey

Hony Lt Pandey at the NDTV show on 12 Sep 2010

Hony Lt Pandey

My Dear Respected Sirs and Colleagues,
In my opinion, the recent NDTV show on OROP was a success in many ways. Thanks to the internet, mostly everyone on RMS has been able to see the recording of the show which was finally aired after significant edit. The show has been already discussed, criticized, appreciated and everything in between. We should, however, realize that the show was conducted by NDTV (a standard sponsor funded and government pleasing TV News Channel) and not by IESM. So the participants had little control on the way it was being conducted, IESM included.

What I wanted to draw everybody's attention to is the real scenario at the studio while the said program was being recorded. I would also mention why the knowledge of the studio environment is important for everyone to know.

There is a very specific term in the media fraternity known as 'Sensitization'. What it means is that a certain group of people is 'sensitized' or made aware of the issues, problems and challenges faced by another community/group/part of the public. NGOs, corporations and even governments spend significant sums of money to mould the opinion of the target masses in their favor by doing such campaigns.

Now at the NDTV studio, something similar to that, on a smaller scale, was carried out by Col Joshipura Sir and self before the program started. We made small huddles of other participants of the discussion and told them what OROP really is and why its such a gross injustice towards our veterans. Especially the younger lot in the audiences seemed to understand this concept very easily. Probably because they have an open mind and do not have any vested interests in actions against the defence forces.

What we were able to accomplish by this, even before the program started, was that almost everyone in the studio (minus the vested interests) was already on our side. You had to see it to believe it. One word, and I mean one word, against OROP or the veterans was not tolerated by the crowd. This was primarily the reason why Capt. Davar was unable to complete even one single sentence properly. And why the others (the lady IAS and others) were scared to say anything against us. They were making attempts but they were scared. You can see it on their faces.

The environment in the studio was mostly split in two emotions -- Anger and Disappointment. Disappointment that the government which is supposed to take care of the military that takes care of the nation is so brutally ignoring the very men and women that gave the nation the best years of their lives. Anger - because if something is not done soon, something is got to give...

Gen Kadyan and Sh. Uday Bhaskar as well as Sh. Rajeev Chandrashekhar were calm, composed and organized like they always are and put forward the points in an effective way despite provocation by the bureaucrats and co. Self, with help from the audience, provided some artillery fire!

What you all must also know and understand is the fact that since certain of the panel's individuals were direct representatives of the government (Capt Davar included) and so they were being given a LOT LOT LOT of footage. It was easily visible. On the contrary when our people were speaking, they were getting the mic literally for seconds! It was frustrating but hey, you have to make the best of what you have, right!

Now you can ask me why is this important at all? When it was not captured by the cameras and not aired on television why is this even worth talking about.

To answer that, I will have to direct your attention to another specific term used in advertising. Its called 'viral marketing'. This is a well known fact that viral marketing is on of the most effective and fastest spreading modes of publicity. What it means is that news/opinion is spread virally from one person to another then to another then to another. Also known as word of mouth publicity.

Now NDTV can edit out the conversations which were taking place in the background and through the microphone. They can choose to not air the parts many of us spoke. But what they cannot take away from us is the stir we created in those 50 or so people present in that room. They cannot take away the fresh and new perspective and knowledge that they now have about the armed forces, the government, how we are being treated and the white lies the government sells. especially the younger people and other ESM not yet associated with IESM.

And guess what, this is going to spread virally. From one person to another from one mouth to another. From a youth to another youth. And while this might seem or sound insignificant at this time, this will go a long way in strengthening our movement from the inside. To strengthen the roots of this mission. To connect with the youth and the general public.

Speaking to people at the studio was specially effective because they were all well educated and well connected people and probably keep interacting with many people. So that will help.

Once again the program, in my opinion was very successful. Of course, as with everything, it could have been better as some have pointed out. But I think it was good and I think the message was sent across. I do hope that such programs keep happening and that we reach our goal at the earliest.

I thank you for taking the time to go through this email. Much appreciated.
Yours truly,
Kameshwar Pandey

Subject: NDTV DEBATE ON OROP ON 12 SEP 2010-CONGRATULATIONS TO ALL

Dear All

The show of discussion on OROP by NDTV has gone very well. Congratulations to all the participants and to all those who have worked to prepare the information for the participants.

Brig Nawab has put forward a very good point that we should do 'HUKA PANI BAND' of any veteran who is found working against the welfare of veterans despite his affiliations to any organisation. I request to all organisations spread all over India to please boycott all those who are working against the welfare of veterans. Let us all united or otherwise channel our resources only in one direction to get OROP for veterans.

This is the time to strike and let us all put our best foot forward (despite our different organisations) and put unsurmountable pressure on the Govt so that the Govt agrees to OROP and all other demands.

Cdr Avtar and his team has put one more stamp of “BIG SHAME” on the face of MoD and that gang, called “Babus”, who have been shamelessly and deliberately doing injustice to the ESM.

AN APPEAL TO MRS SONIA GANDHI TO GRANT JUSTICE
TO THE DEFENCE PERSONNEL

Dear Madam,

1. We the veteran defence personnel of India appeal to you for your personal intervention to grant justice to the Defence Personnel. The Govt has not only not considered our genuine demands but has adopted indifferent attitude towards us. The manner the Govt is contesting the Court Rulings given in favour of Defence Personnel, reveal its intentions and attitude towards our demands.

2. The main demand of “One Rank One Pension” (OROP) which means Same Rank-Same Length of Service-Same Pension irrespective of the date of retirement. The All party Parliamentary Standing Committee on Defence with the strength of 31 MPs while tabling its report on 07th May 2010 has strongly recommended grant of OROP to the Defence Personnel holistically. Over four months have passed, the Govt has not taken decision on this important demand of Defence Personnel having for reaching consequences on the profession of aims. The chairman of the Defence Committee Sh Satpal Ji Maharaj has once again written a letter to Defence Minister on 27 Aug 2010 strongly recommending the grant of OROP (Copy attached).

3. Majority of the 740 MPs support our demand of OROP, however it is reliably learnt that one or two senior bureaucrats in the Govt want to teach lesson to the veteran soldiers for airing their views in public, depositing medals and signing memorandum to the Supreme Commander in blood. A copy of the letter of Sh.Rajeev Chandrashekar and independent MP written to the PM on not accepting the enhancement of pension of MPs till OROP is granted to the Defence Personnel is enclosed for your perusal please.

4. While passing a very significant and important order, the Supreme Court has asked the Govt to consider setting up of Separate Independent Commission headed by a retired judge both for serving and retired members of the Armed Forces. A bench comprising of Justice Markandey Katju and T. S. Thakur asked Attorney General GE Vahanvati and Solicitor General Gopal Subramanium to forward the suggestion to the Govt and get its response by October 18, the next date of hearing of the rank pay case. The following other observations have been made by the Supreme Court:-

(a) The forces are disciplined, that is the reason why they do not hold violent rallies. BUT THEY ARE RETURNING MEDALS IN PROTEST. They have done so much for the country, but they get a feeling that bureaucrats don’t hear them.

(b) There is discontentment amongst the serving and the retired armed forces personnel highlighted by recent return of medals, burning of artificial limbs and fratricidal assaults.

(c) Armed Forced have many grievances which are not being properly addressed by the Union Govt.

(d) SC slammed the Govt for making Defence personnel run from pillar to post for getting their salary disputes resolved. “The day the soldiers are forced to fight for their salaries, it would be a sad day for the country, the bench remarked”.

5. The above order of the SC bench and its observations clearly reveal apathy, neglect and negative attitude of the Govt and bureaucracy towards the grievances of pay and pensions of Defence Personnel.

6. Madam Sonia Gandhi, we the defence personnel are asking for equity and justice which the Govt should have considered and granted to us. The Supreme Court in its order on 08 Sep 2010 critisised the Govt for making the defence personnel run from pillar to post for getting their salary disputes resolved. The apex court said the sane advice of Chanakya was valid even today and it was unfortunate that army personnel are forced to knock the doors of the court for rectifying their salary anomalies”. However, SC graciously did not mention the complete quote of Kautalya to the King Maurya given 2000 year back. Excerpt from a letter from Kautilya to Emperor Chandragupta Maurya, mentioned in the formers 'Arthashastra', about 2000 years ago. “Pataliputra rests each night in peaceful comfort, O King, secure in the belief that the distant borders of Magadha are inviolate and the interiors are safe and secure, thanks only to the Mauryan Army standing vigil with naked swords and eyes peeled for action, day and night, in weather fair and foul, all eight pahars (round the clock), quite unmindful of personal discomfort and hardship, all through the year, year after year.
To this man, O Rajadhiraja, you owe a debt: please, therefore, see to it, suo motu, that the soldier continuously gets his dues in every form and respect, be they his needs or his wants, for he is not likely to ask for them himself. The day the soldier has to demand his dues will be a sad day for Magadha for then, on that day, you will have lost all moral sanction to be King!”

7. Madam we feel the Govt must be considerate towards the armed forces who are the strongest pillar of our democracy and once again appeal to you to intervene in the matter and ask the Govt to grant OROP at the earliest.

With Kind Regards,

Jai Hind

ESM SITREP 27 AUG EVENING

Subject: ESM SITREP 27 AUG EVENING
Dear Colleagues,
The date of our rally on 22 August was decided mainly on the consideration that we wanted it while the Parliament was in session. That the MsP created a ruckus for their salary raise on the preceding days was a happenstance. It led to a good spinoff, with support for OROP pouring in from various quarters. In the same vein I reproduce below a 23 Aug letter from Dr (Mrs) Mohini Giri, Chairperson War Widows Association addressed to me as Chairman IESM. Notably, in the last over 28 months that the IESM has been pursuing OROP through public platforms, this is the first communication from her.

Copy of Letter From
Mrs Mohini Giri, Chairperson War Widows Association"With great anguish and pain we read and heard the news of the 5000 ex-servicemen return their gallantry medals to the President of India to express their disappointment and anger over the repeated hikes in the pay and allowances of the Member of Parliament while all their requests for a justified pay hike and other demands have fallen on deaf ears. At this juncture on behalf of the War Widows Association and my personal behalf I wish to convey our solidarity with you on this cause. May you all get strength to fight your battle and make the authorities see and deliver justice".

IESM MEMORANDUM AND LETTER to the President and PM and RM and Service Chief's

Dated : 22 August 2010

To,
Shrimati Pratibha Devisingh Patil,

Her Excellency, the President of India

and the Supreme Commander of the Armed Forces

New Delhi – 110 011 EX-SERVICEMEN OF INDIA SEEK JUSTICE
WITH REGARD TO PENSION AND RESETTLEMENT

Your Excellency,Jai Hind.

1. With extreme anguish, we the former soldiers of India express our deeply hurt feelings to our Supreme Commander on the neglect and an indifferent attitude of the Govt towards our genuine demands. 2. Madam President, our delegation had met you more than a year ago regarding non acceptance of our demands of One Rank One Pension (OROP), Assured Career to all Defence Personnel till the age of 60 years through an Act of Parliament, constitution of Ex - Servicemen (ESM) Commission consisting of members from Ex Servicemen, having members from ESM for any committee/commission set up for the ESM, setting up of separate Pay Commission without waiting for the next Pay Commission and resolution of all anomalies of Pay and Pension of Defence Personnel within a time frame of one year. You had given a patient hearing and assured the delegation of sympathetic consideration. 3. We have been representing to all authorities of the Govt including your goodself, our Supreme Commander, for the past two years. Instead of sincerely considering our demands, the Govt seems to have further hardened its attitude towards the Veterans. Not only that, they have not yet accepted the recommendations of the All Party Standing Committee on Defence tabled in the Lok Sabha on 07 May 2010 strongly recommending the grant of One Rank One Pension (OROP) to the Defence Personnel. The vehemence with which the Govt continues to contest the court rulings that are in favour of Defence Personnel should shock even the die-hard supporters of the Govt. 4. Why is the Govt not giving their due to its veterans, who have devoted their all and have demonstrated their patriotism, bravery, valour, courage and have in great measure assisted the country in strengthening its sovereignty and integrity? The Service widows being left out of the recent enhancement of pensions of JCOs and Jawans, no enhancements in pension to the aged and old reservists, senior officers, JCOs, Jawan getting less pension than their three to four rank juniors, the superannuated disabled old soldiers not being included in the policy of broad banding for Disability and War injury, the non grant of third Assured Career Progression (ACP) to the Sepoy, ACP award of 6th CPC not been notionally applied while fixing the pensions of pre 01 Jan 2006 retirees… and the list of grievances and injustices goes on. Mostly the sons and wards of Defence veterans are serving in the Defence Forces. The ill treatment of their elders will certainly adversely affect their morale and motivation. 5. In order to draw the attention of the Govt. of India for the amelioration of their problems relating to pension and resettlement; Ex Servicemen in large numbers, led by retired Generals, Admirals and Air Marshals have undertaken several actions albeit in a disciplined manner. They have even had to deposit their medals with their Supreme Commander. 6. A gallantry medal of a soldier is his most cherished possession, which he wishes to be put on his chest even on his death. To part with a gallantry medal is like parting with oneself, but we have been forced to do so as all our efforts to get justice have fallen on deaf ears or are buried in bureaucratic procedures. Madam President, on 14 Mar 2010, in order to express deep anguish, 6000 Ex Servicemen had submitted a memorandum signed in blood to your goodself. Even that fell on deaf ears. Today a very large number of , Ex Servicemen from across the country have signed this Memorandum in Blood to express our grievously hurt feelings . 7. We are depositing our medals for the seventh time today and are submitting a memorandum signed in blood to lodge our protest with our Supreme Commander and to seek justice. We request you yet again to impress on the government to resolve our problems. With Regards,Jai Hind Yours Sincerely, Lt Gen (Retd) Raj Kadyan, PVSM, AVSM, VSM Maj Gen (Retd) Satbir Singh, SM,

Salary Hike to MPs, One Rank, One Pension
Dear Shri Rajeev Chandrasekhar

1. Thanks a million for your sincere and honest support to the cause of Defence Forces. We salute you for your conviction and decision to deny pay hike of MPs to yourself till such time One Rank One Pension demand is accepted. God Bless you. Please accept our gratitude and sincere appreciations for the bold and forthright letter you have written to the PM. We sincerely hope the PM also does soul searching within and the OROP is granted to the Defence Forces sooner than what Mr. AK Antony the Hon’ble RM had stated in the Rajy Sabha yesterday.

2. We look forward to your continued support to our cause. We wish a few more MPs join you in projecting the cause of Defence Forces.
